Could budget cuts help human services?

Governor Quinn announced his plans to close corporate tax loopholes. This would allow the state to pay back some of its massive bills.
This includes those to human services. Organizations like the Developmental Services Center could see some relief.
"Well I was very pleased to hear that he has recognized the challenges, the extreme challenges that it causes organizations like DSC when were not being paid. And he is saying that that needs to change, and we're really glad he's recognizing that," says Dale Morrissey.
Human services departments around the state are expected to be repaid nearly $200 million.
