Ryan allowed to leave house arrest with permission

CBS -- George Ryan's attorney says the former governor did nothing wrong by going out to dinner. Ryan was released from prison last month, but was placed on home confinement until his sentence is up in July.

Ryan was reportedly spotted at a restaurant about 30-miles from his Kankakee home Sunday. His lawyers says the terms of Ryan's home confinement allow him to leave the house on weekends, with permission.

So Mr. Ryan has an excuse. Would this apply to everyone under house arrest? A restaurant? Do the time please.
