SPRINGFIELD -- Illinois is at the bottom of the barrel for a lot of state rankings, but a new report has the state at the top of the list for something else. It comes in at number three for government website transparency.

A group called Sunshine Review looked at state, county and local sites for certain criteria like budgets and phone numbers. Illinois got an A.

The group says transparency is essential for accountability, but it doesn't always mean our governments are squeaky clean. None of the criteria reviewed in the study is required by law.
