CHAMPAIGN -- A new study says Illinois is behind when it comes to anti-smoking rules. The CDC says our state is one of 14 which doesn't require a license to sell tobacco. It makes it harder to enforce tobacco laws because the state has no way to tell which stores sell it.

Nearly 21% of adults in Illinois smoke. That's about the same as the national average. Champaign Public Health says it offers a stop-smoking program every year. The state also has a quit hotline.
