Governor's budget forecast is gloomy

The report, prepared by the governor's office, focuses on the state's finances over the next few years. Under its current laws, Illinois could face cutting nearly 20 percent across the board including education and food stamps. This is a result of the unpaid bills and pension costs that are too high.
The report also mentioned that state is starting to bring in more revenue from the income tax increase and other sources.
