Communities can still decide: to ban or not to ban?

SPRINGFIELD -- Local communities still get to make their own rules about plastic shopping bags. Thursday, the state senate failed to override Quinn's veto.

The bill would have stopped communities from banning or charging for plastic grocery bags. Champaign Mayor Don Gerard and environmental groups were against the bill.
