SPRINGFIELD -- Debt continues to be a hot topic at the Capitol. A Chicago representative proposes the state borrow $4 million to pay overdue bills.

The State Comptroller says that's the worst thing Illinois can do. The state is already $160 billion in debt.

If the borrowing plan is approved, the state would take on more general obligation debt than it has any of the past 20-years. It would be the third largest debt in the country.
