Budget forecast looking gloomy

SPRINGFIELD -- The Comptroller's quarterly report came out, and the state's finances don't look like they'll be improving any time soon.

Judy Baar Topinka says payments will more than likely continue to get delayed for state services. She also predicts lawmakers will have to spend more than what the budget calls for. She says they're either going to need to make more cuts or find a way to bring in more revenue if they want to improve  finances.
