Comptroller confirms cash crisis

SPRINGFIELD -- It's well-known the state is struggling to pay its bills. Friday, more confirmation about just how bad it is. The comptroller's office put out its quarterly report.

Judy Baar Topinka predicts payments won't get any better for some state services. She also says lawmakers will probably have to spend more money than what the budget calls for. She says the only solution is to make more cuts, or bring in more revenue.
