SPRINGFIELD -- A state agency is under fire for breaking the rules when it comes to hiring employees. An Inspector General's report finds the Department of Commerce and Economic Opportunity did not always check applicants' qualifications during the hiring process.

In some cases, agency leaders also looked at names, even though hiring was supposed to be anonymous. Further, the report shows some workers were paid more than what is allowed. The agency's director says DCEO is working to fix the problems.
