Quinn could get debt plan passed

SPRINGFIELD -- Governor Quinn is rehashing an idea to take care of the state's unpaid bills. Thursday, his budget director said the governor may want to borrow money to pay down the backlog of about $8 billion.

Republicans hate the idea inferring it just "kicks the can down the road." But, democrats may have enough power in next year's General Assembly to pass the plan without republican support.
