Outside $ not factor in races

SPRINGFIELD -- A new study shows outside money making its way into local campaigns may not have actually worked. It shows winners of four of the state's six competitive races took less money from outsiders than the losers. During the campaign, independent, outside groups dumped about $45 million in to races here in Illinois.
