Bill aims to cap wage increases

SPRINGFIELD -- House Speaker Mike Madigan wants to change how the state negotiates. He's pushing for a law to put a spending cap on wage increases. How much is still unclear. Madigan's rep wasn't available for comment.

Senator Larry Bomke (R) doesn't think the proposal makes sense. He thinks it's going to backfire and possibly cause more problems when it comes to contract negotiations. He says lawmakers shouldn't have that kind of authority.

Normally constitutional officers, including Governor Quinn, have the power to do that. No telling when this bill will be called up for a vote. AFSCME could not be reached since the office was closed for Veterans Day.
