College Illinois back up & running

SPRINGFIELD -- A controversial prepaid tuition program is back up and running. College Illinois is once again taking investors. The program allows families to prepay for colelge. More than 50,000 people are already in the program. It was shut down last year after losing millions of dollars on bad investments. There's been a restructuring, but he program is still 30% underfunded.
