A Central Illinois man pleaded guilty for his role in an 8-million dollar real estate fraud scheme. Frank Kelly Ciota of Riverton admitted to ripping off dozens of home buyers, sellers, and lenders in Decatur and Springfield. Decatur landlord Gary Knox
