Topinka says 200 jackpots needed to pay state debt

SPRINGFIELD -- Comptroller Judy Baar Topinka is having a little fun with the Powerball Jackpot. She says the state would have to win it nearly 200 times to pay back all of its debt.

Meanwhile, a new bill proposes to borrow $4 billion to tackle unpaid bills. Topinka says if the state really wants to turn its finances around, it needs to make more cuts and find ways to increase revenue.
