    SPRINGFIELD- Cutbacks from the summer budget battle may finally be changing the minds of taxpayers.
       This year’s State budget is nearly 1.5 billion in the hole right now. The current budget slashed funding from social services to early learning programs. Now taxpayers say they may have had enough.
        Vince Flammini says he’s come to grips with a tax hike.
        “We’ve known for 10 years we need a tax hike,” says Flammini, “the legislature just hasn’t had the spine to do it.”
       Springfield taxpayers say they’re not excited about a tax increase, but if they had to choose- it would be Dan Hynes’s proposal.
       The increase starts if you make $200,000 a year—you’re rate would be 3.5%. And it’s a sliding scale topping out at 7.5% if you make a million a year or more.
       Governor Quinn is proposing a temporary-50%- income tax increase. He’s also added personal exemptions for families.   
       Both Quinn and Hynes say they want a fairer system. Something taxpayers say they can agree with.
