Democrats are demanding that tougher rules for credit card companies go into effect by December 1st, instead mid-February. That's the date congress initially agreed upon. Democrats say lenders are abusing the grace period by raising interest rates now. The House is scheduled to vote today on a bill that would limit the banks ability to raise rates.
